Well, the classic subtitling process included basic workflow items:
Script preperation: Either transcribed from available media, or provided by the media producer.
Time-coding: If the time-code is not prepared during the transcription stage, it has to be inserted during the subtitling creation.
Target format: when the subtitling translation is completed, along with the time-codes. The most common is .SRT format. However, some tools in the market support different subtitling files format.
